Budget Padding Scandal: Dogara shuns police panel

According to recent reports, the Speaker of the House of Representatives, Yakubu Dogara, has shunned the invitation of the police Special Investigating Panel, SIP, to appear before it over allegations of budget padding brought against the Speaker by the former Chairman, House of Representatives Committee on Appropriation, Abdulmumin Jibrin.
The Speaker reportedly did not honour the SIP's invitation, because the letter was not signed by the Inspector-General of Police, Ibrahim Idris.
Dogara and others mentioned in Jibrin's petition were requested to appear before the panel last Friday, as per a letter sent.
But rather than honor the invitation and appear before the panel, the Speaker chose to instead meet with President Muhamadu Buhari over the budget crisis on that Friday.
While Dogara's accuser and a former House Appropriation Chairman, Abdulmumin Jibrin, appeared before the panel last week Friday and on Tuesday, Dogara and other principal officers shunned it.
Jibrin, Dogara's accuser, had submitted a petition against him (and others) to the police, the Economic and Financial Crimes Commission, EFCC, and the Independent Corrupt Practices and other related offences Commission,ICPC, urging the agencies to probe them.
The sacked Committee Chairman had also visited the police last Wednesday with documents to back up his claims.
The police invitation was reportedly regarded as an "informal invitation."
